Note that the information about the latency is also present in introduction of
Chapter 1. Introduction to Metro-DR, which states:

> In this case the OCP clusters will be created or imported using Red Hat
> Advanced Cluster Management (RHACM) and have distance limitations
> between the OCP clusters of less than 10ms RTT latency

and about arbiter/tiebreaker node:

> This third location does not have distance limitations and can
> have 100+ RTT latency from the storage cluster connected to
> the OCP instances.

So the new point introduced in section 3.3. Network configuration requirements
should provide the same information.

Checking the preview link from comment 8, and I see that the note (listed above) is in section "4.4.3. Network configuration requirements" as expected.
