Pacemaker supports pcmk_ACTION_timeout options to set the total timeout for a fencing operation, and pcmk_ACTION_retries options to retry failed actions a certain number of times.

However if the first attempt times out, there will be no retries since the total timeout has been exceeded.

Users more intuitively expect that the timeout is per attempt, rather than for the total of all attempts. Changing the existing option behavior might be undesirable for backward compatibility reasons, but we could add a new per-attempt timeout.
