Description of problem:
Both rpm-libs-4.14.3-23.el8.x86_64 and rpm-libs-4.14.3-19.el8_5.2.x86_64 are missing from the rhel 8 ubi repository

How reproducible:
Always

Steps to Reproduce:
1. The packages cannot be installed as they are not in the repository


Actual results:
The above noted packages cannot be installed

Expected results:
They should be able to be installed

We have already re-reverted the change, and with new depsolver I can see there is rpm-libs-4.14.3-23.el8.x86_64 in the ubi8 repos.
I believe that the issue in no longer valid.
