Description of problem:
Getting below error in ceph status:

Module 'rook' has failed: HTTPSConnectionPool(host='xx:xx:xx:xx', port=443): Max retries exceeded with url: /api/v1/namespaces/openshift-storage/pods (Caused by NewConnectionError('<urllib3.connection.VerifiedHTTPSConnection object at 0x7fc3997178d0>: Failed to establish a new connection: [Errno 111] Connection refused',))

How reproducible:
In customer's environment

Actual results:
Ceph cluster is in HEALTH_ERR state due to above issue

Expected results:
Ceph cluster is healthy
