Description of problem:
We are planning on releasing support for RAFT with the ovsdbs hosting the OVN North Bound and South Bound databases.

We believe this AAA configuration will help with SB database pressure and if so many of our large environment customers would really benefit from this.

After a discussion with the Neutron squad it was mentioned that most of the code is already in RHOSP16.2 but we were unable to come up with a clear answer on the spot so I'm opening this BZ to discuss this request.

Actual results:
No current RAFT support in RHOSP16.2

Expected results:
Ability to enable RAFT in future RHOSP16.2 minor release

Do we want to add this feature to 16.2?

We need back ports to OVS that are non trivial, also having this feature in 16.2 will require
more resources to our CI to test it.

RAFT is available in 17.x. It won't be backported to 16.x due to capacity reasons. Customers should migrate to a later release.
