About 20% of 4.12 jobs are failing on the error below.

 * could not resolve inputs: could not determine inputs for step [input:cnv-ci-src]: could not resolve base image from cnv/4.11:cnv-ci-src: imagestreamtags.image.openshift.io "4.11" not found

4.11 was pointed to 4.10 images[1] as a stop-gap until the CNV images were
created for 4.11. 4.12 now has the same problem. There are no
images for 4.11 or 4.12[2].

https://github.com/openshift/release/pull/30118 removes the 4.12 jobs until we have images in place.
