Description of problem:
[rfe] allow to set number of queues per VFs in os-net-config as newer intel driver (2.18.x) now allows this and telco customers are requesting this.
 
- num_queues: echo 8 > /sys/class/net/p1p1/device/sriov/5/num_queues "
