Description of problem:
According to "Proposed Requirements for Windows Hardware Compatibility Program" for next version of Windows OSes, driver binaries will be tested for usage of APIs that are part of the MS "Universal" platform.

virtio-rng driver currently compiled for "Desktop" platform due to the usage of coinstaller to register cryptographic provider in user space.
Also the Cryptographic SDK we are currently using is outdated and we no longer support downstream older OSes.

The proposal is to review our options, either move the provide to kernel space with newer SDK or to move installation into virtio-win installer
