Description of problem:
Red Hat 8.6 registration always being asked when installing with DVD

When installing Rhel 8.6 with DVD user will be asked to register server to Redhat. Without registration, it's not allow to install.

Version-Release number of selected component (if applicable):
Rhel 8.6

How reproducible:
Always

Steps to Reproduce:
1. Download Rhel 8.6 DVD
2. Start installation in graphic mode
3. Exclamation mark on "Connect to Red Hat"
   Not possible to install in a disconnected env

Actual results:
Not possible to install in a disconnected env

Expected results:
Should be possible to install in disconnected env or register later

Additional info:
Seems to be fixed with 8.3 and back now

Could you please provide the installation logs as well? You can find them in /tmp during the installation. Please attach all /tmp/*log files, or /tmp/anaconda-tb-* if it exists.
