Description of problem:
- When disabling a host temporarily the Host Status still shows that Insights
  is not reporting

How reproducible:
100%

Steps to Reproduce:
1. Disable a host (status.enabled = false)
2. Disable the Insights service on a host
3. After a day or two the Host Status changes to error as Insights is not reporting

Actual results:
- Error message that Insights is not reporting

Expected results:
- If a host is set to disabled it is usually intentional done by a customer
- If a host is set to disabled Insights should only show an informational 
  message and not set the whole host status to error

Upon review of our valid but aging backlog the Satellite Team has concluded that this Bugzilla does not meet the criteria for a resolution in the near term, and are planning to close in a month.
