We've tracked this to a bug in ubi9-minimal: https://bugzilla.redhat.com/show_bug.cgi?id=2102821 . The ubi9-minimal base image ships a systemd package that is broken so that anything that links against libsystemd is going to crash with this missing libsystemd-shared-250.so error.

To work around that bug, we're going to need to add a `microdnf reinstall systemd` step in our rhceph Dockerfile.
