Hi, 
Due to limited capacity, we are deprioritizing this issue and closing it as WONTFIX. The problem is caused by a user mistake in applying kernel command line parameters and is not inherently within NetworkManager. 
As the linked customer case is closed, the issue does not critically impact the system's functionality.
