Description of problem:

Fence_xvm should not require any virtualization or cluster APIs to build nor any
libraries to run.

The current build prevents use by RHCS4/GFS6.1 and RHGFS6.0 guests as a fencing
agent, which was a design goal.  It also prevents use by RHCS5 virtualization
guests without installation of libvirt.

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux major release.  Product Management has requested further
review of this request by Red Hat Engineering, for potential inclusion in a Red
Hat Enterprise Linux Major release.  This request is not yet committed for
inclusion.

this bug report. This report is therefore being closed with a resolution

Moving all RHCS ver 5 bugs to RHEL 5 so we can remove RHCS v5 which never existed.
