As of now, Designate Tempest Tests based on “diging” BIND9 backends are being skipped because “nameservers” parameter is missing in generated tempest.conf
Such tests are really important for Designate and we have to avoid skipping them.

Missing parameters are under [dns] section and it supposed to be something like:

[dns]
nameservers = 10.0.0.108:53, 10.0.0.109:53,10.0.0.110:53

where IPs are BIND9 backends running on Controllers.
