Description of problem: In F37 we moved the gettext runtime programs to gettext-runtime. So assuming if sugar-toolkit-gtk3 does not require any translation management tools (like msgcat or xgettext) at runtime, it should be possible for it to only Requires: gettext-runtime (instead of gettext). This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle. Changing version to 38.
