VERIFICATION COMMENTS

Steps to Reproduce:
1. On a RDR setup, perform a relocate operation and monitor the drpc status. It changes from Deployed to Initiating to Relocating.
2. Wait for the relocate to complete.
3. Perform another relocate operation, this time the drpc status doesn't get into Initiating phase.


Actual results: When drpc status is already relocated, the status doesn't get into 'initiating' when another such operation is performed


Expected results: The status should get into Initiating phase before moving to Relocating.
Both the UI and yaml on CLI should reflect this change.
