It seems to me that it should also be possible to spread ODF worker nodes over 3 zones - as long as they can communicate. That would have the advantage that not 100% overcapacity is needed, but just 50% overcapacity. Similar setups have been recommended for Kubernetes multizone regions, so it seems reasonable to setup a similar situation for ODF.
