It seems that texlive-ketcindy binary package is built from two different source packages. Because of the version strings, the textlive one is never installed. I recommend removing the subpackage from texlive.
This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle. Changing version to 38.
