storage-class namespace does not clean up after uninstalling ODF

Steps to Reproduce:
1. Install 3M, 3 W node cluster with several extra disks (50G) on worker nodes
2. Install ODF using web console ( this hit bug https://issues.redhat.com/browse/OCPBUGS-1840
3. Uninstall ODF 
4. Look Administration-Namespaces (Still present)

Delete either manually UI or CLI 

I was able to delete manually
[kni@provisionhost-0-0 ~]$ oc get ns openshift-storage
NAME                STATUS   AGE
openshift-storage   Active   16m
[kni@provisionhost-0-0 ~]$ oc delete ns openshift-storage
namespace "openshift-storage" deleted
[kni@provisionhost-0-0 ~]$ oc get ns openshift-storage
Error from server (NotFound): namespaces "openshift-storage" not found   

Actual results:
namespace did not delete when uninstalling ODF

Expected results:
Clean namespace
