Describe the issue: There are parts of this document that are out of date or missing

Suggestions for improvement:

Public IRC host has changed.
Add link to source code in Pagure.
Remove outage notice policy.
Hard coded mail addresses need to be replaced with the appropriate parameter.
Update section on multiple accounts.
Update section on account deletion with link to privacy tab.
Update API authentication section.
Update 'best-practices' section, add bug ID's only information.
Add link to internal FAQ, make URL a parameter, make text generic about an internal FAQ existing.

1: Check FAQ page.

FAQ is updated, has more topics, and a better TOC.

The CSS changes introduced in this change are affecting:

1: The list of email addresses being notified when a bug is changed
2: The font size for text boxes is too large

On QA server.

1: Save a change to a bug.

Email address list is formatted correctly.

2: Check textbox font size.

Font size matches surrounding text.
