Description of problem:
If I do a query like
https://bugzilla.redhat.com/buglist.cgi?assigned_to=nobody&bug_status=NEW&component=Package%20Review&list_id=12969627&product=Fedora

Bugzilla says near the top: "Showing 0 to 0 of 0 entries"
However it still lists the first 20 results!
(The Next page button is disabled.)

How reproducible:
100%

Steps to Reproduce:
1. Use above or similar query

Actual results:
Results list but bugzilla thinks there are no results

Expected results:
Either no results or full results available.

Additional info:
I think I only noticed this quite recently.

ON QA server.

1: load $server/buglist.cgi?assigned_to=nobody&bug_status=NEW&component=Package%20Review&product=Fedora

"Showing 1 to 20 of 237 entries"

All entries are assigned to nobody.
