Description of problem:

Verizon will be deploying ConnectX-LX and BF-2 (ConnectX mode) with RHEL 9.2 in OSP 17.1

Severe performance (throughput) degradation was observed for the above cards on RHEL 8.6. 

There is a need to verify if this problem exists in RHEL 9.2 (OVS HWOL) and to get the updated numbers for the new NIC cards.
