Describe the issue:
1) Step 4 of 3.15.1. Adding Monitor nodes to specific hosts is wrong, please refer 
>> method 1 - operations guide - 4.3. Deploying the Ceph monitor daemons using the command line interface

2) Similar to operations guide, we can mention method 1 for step 1,2,3 and method 2 for 3.15.1. Adding Monitor nodes to specific hosts in installation guide to avoid confusion to user, user need to follow either 1,2,3 or 4
