Description of problem: Remove metrics_qdr service and automation tooling from the distribution as the qpid-dispatch application will not be supported for the lifecycle of RHOSP 18.0.

Additional info:

* remove metrics_qdr service from distribution
* remove puppet and ansible automation tooling from deployment framework
* provide upgrade methods to get from QDR-based transport to new transport methods
* update documentation to remove reference to QDR configuration and deployment methods
* update CI and other testing frameworks to no longer test and deploy QDR methods
