Description of problem:
Cluster rosa 4.11.12 is installed with ODF QE deployer addon ocs-provider-qe with version v2.0.9. 
The smtp secrete `ocs-provider-qe-smtp` is missing in this cluster. 
This secrete is import for alerting .
