RHCS 3 is EOL including ELS:
https://access.redhat.com/support/policy/updates/ceph-storage

as per https://bugzilla.redhat.com/show_bug.cgi?id=2143245#c7 issue should be fixed in RHCS 4.2
Closing BZ as wont fix for RHCS 3
