Description of problem:

Daylight savings has been cancelled for Fiji this year.

Package tzdata-2022f is not handling DST correctly.  From the customer:
> OS rpm i is ok but java rpm sets time behind by 12 hours.

How reproducible:

Not yet reproduced.  Not sure of tools available to query tzdata-java.  Have confirmed that tzdata-2022f is correct.
