Description of problem:
Fence_apc reports a validation warning regarding 'secure' option even if it is not specified. This feels extra weird since the warning actually says the 'secure' option is ignored.

fence-agents-all-4.11.0


How reproducible:
always, easily


Steps to Reproduce:
1. get pcs-0.11.4
2. pcs stonith create test fence_apc ip=ipaddr username=login password=1234 ssh=0


Actual results:
Warning: Validation result from agent:
  WARNING:root:Parse error: Ignoring option 'secure' because it does not have value


Expected results:
The agent doesn't produce confusing messages about ignoring unspecified parameters.
