The macro file /usr/lib/rpm/macros contains the following entry:
%_localstatedir     %{_prefix}/var

To conform with the Filesystem Hierarchy Standard, this should be:
%_localstatedir      /var
or
%_localstatedir     %{_var}

Look for the correct setting on /usr/lib/rpm/<arch>-<os>/macros, not in
/usr/lib/rpm/macros.
