Description of problem:
When ODF clusters with 2 consumers expire then consumers are deleted as expected but uninstall of provider is not triggered and the cluster is present until rosa delete service command is executed.

How reproducible:
3/3

Steps to Reproduce:
1. Install ODF provider and 2 consumers.
2. Wait until expiration time passes.

Actual results:
Consumers are deleted but provider is in ready state. rosa delete service command needs to be executed to delete the cluster.

Expected results:
When consumers get deleted, provider should be deleted too.
