Anything on this? This is likely preventing lots of Fedora systems from being updated automatically (i.e. dnf-automatic) and doing that silently (because dnf-automatic does not alert one in any way that it's failing), causing potential security issues on those systems as they fail to keep up-to-date and fall further and further out of date with issued security update packages. That is why I marked this issue urgent.
