Description of problem:
rbd mirror snapshot schedule were not present after non-orderly failover and orderly failback with slight gap in between consecutive operations.


Steps to Reproduce:
1. Force-promote images on site-a (site-b had primary images and snapshot schedule)
2. <sleep>
2. demote images in site-b
3. <sleep>
4. initiate resync
5. <sleep>
6. Observe snapshot scedule list at site-b (The initial primary)

16.2.10-84.el8cp

How reproducible:
Tried twice, faced twice
(in First attempt, the gap b/w no-orderly failover(force-promote) and failback was around 2 days)


Actual results:
Snapshot scheduling at initial primary gets deleted while performing failback (image resync)


Expected results:
Snapshot schedule to be persistent over failover-failback operations
