Description of problem:

Customer in case 03399049 seeks the ability to clone ipaddr2 resource which used to be a supported approach but doesn't work anymore with the deprecation of the entire iptables infrastructure and CLUSTERIP target.

How reproducible:
always

Steps to Reproduce:
Create a cloned IPaddr2 resource in enabled state.

Actual results:
IPaddr2 resource fails to start, reporting "iptables failed".

Expected results:
IPaddr2 supports cloning on RHEL8 and 9 kernels and starts successfully.
