Description of problem:
svt-av1 is built for x86_64 only, propagating this limitation to other packages depending on it unnecessarily. In reality, it can be built on other arches as well. A koji scratch build with ExcludeArch removed succeeds: https://koji.fedoraproject.org/koji/taskinfo?taskID=95814586 .

In particular, this is making HandBrake x86_64-only over in RPM Fusion and I'd like to avoid that if I can.

I will drop ExclusiveArch and submit a new build myself if there are no objections from maintainers in the next few days.
