BackupPC-XS-0.62-10.fc38 source package delivers BackupPC-XS-0.62/configure.sh which was pregenerated with Autoconf, but a corresponding source is missing from the source archive.

While the file is licensed as FSFULL which does not require distributing sources, it is deemed to be against Fedora spirit (and Packaging guidelines?) <https://lists.fedoraproject.org/archives/list/packaging@lists.fedoraproject.org/thread/PLZ55U3F7I24DUUNK55WZ7GBLF3OIWJE/>.

We should either reimplement configure.sh or remove this package from a distribution.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
