Description of problem:

     redhat-lsb .spec file contains

     Requires: /usr/bin/lp
     Requires: /usr/bin/lpr

     But no component of redhat-lsb actually references lp or lpr.

Version-Release number of selected component (if applicable):

     3.1-11

How reproducible:

     Install redhat-lsb

Steps to Reproduce:
1. Forcibly uninstall cups 
2. Forcibly uninstall redhat-lsb
3. Install redhat-lsb

Actual results:

    redhat-lsb is installed, cups is installed.

Expected results:

    cups is not installed.
