Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. Description of problem:
Insights-client is causing an ansible playlist to run "yum install openscap" on edge systems which fails 

Could not detect which major revision of yum is in use, which is required to determine module backend.“, “You should manually specify use_backend to tell the module whether to use the yum (yum3) or dnf (yum4) backend

1. run ansible playbook remediation on edge system that does not have openscap installed (which is default not to have)

Expected results:
yum/dnf commands should not be run on Edge systems which use rpm-ostree for updating. Packages can not be installed with yum, and they can not be installed by rpm-ostree unless it exists in an available commit.
