Description of problem:

The following patches improves efficiency/performance i.e time to deploy reduced by several minutes for large scale deployments.

According to our records, this should be resolved by tripleo-ansible-3.3.1-1.20230521003959.el8ost.  This build is available now.

Edits are in place, confirmed against tripleo-ansible-3.3.1-17.1.20231101230823.4d015bf.el9ost.noarch.rpm in compose RHOS-17.1-RHEL-9-20231122.n.1

Phase 1, 2 & 3 run against this compose, no errors reported against these fixes
