If you want to update Fedora - you do that from the system, not from the installer. If you want to install over the old system without formatting - sorry. With custom partitioning, you can install over the old system AND choose to keep /home if it is a separate partition, LVM logical volume or BTRFS subvolume. But otherwise we do not let people install over populated filesystems, there is no guarantee it would create an usable result.
This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle. Changing version to 39.
