Description of problem:

When you install mediawiki, go to setup web page, and choose non-English as a
default language, setup breaks in the middle without any sensible diagnostics. 

The reason is serialized/ directory is absent. Perhaps nobody noticed it because
nobody tried to choose non-english language.
