This bug was initially created as a copy of Bug #1839103

I am copying this bug because: 
This is the RHEL9 version of the RHEL8 original bug. This normally is done by our automation, but this particular issue was closed before branch-23.03 was created, so I am having to manually perform the clone.


Description of problem:

When removing a load balancer backend as part of cleaning up  the network resource it should be clearing any conntrack entries currently associated with the load balancer backend being removed
