Need more information on what this roles provides. One would think this would give a user full rights to an Organization but they would need more rights to accomplish this. A user with only this role won't be able to manage their hosts in their org. Why wouldn't they be able to manage their hosts in their org?
Looking at the table in section 7.6. Predefined Roles Available in Satellite: For most of the roles, the table describes what the role enables a user to do. For example: * Edit partition tables: View, create, edit and destroy partition tables. For the Organization admin role, the description does not specifically list what the role enables a user to do: * Organization admin: An administrator role defined per organization. The role has no visibility into resources in other organizations. I can see a similar issue with the Site manager role. And there may be others. Therefore, I'm going to review the table and make sure it is consistent in how it describes the roles. Each role description should include a list of tasks the role enables a user to do.
