Description of problem:
After upgrade from v4.3 to v5.3z1 customer can no longer modify lifecycle settings. 

root@cephmon1-10a:ceph_utils $ /usr/local/bin/s3cmd -c sfo.cfg dellifecycle s3://z00

WARNING: Waiting 3 sec...

Everytime

Steps to Reproduce:
1. Upgrade from v4.3 to v5.3z1
