+++ This bug was initially created as a clone of Bug #2183693 +++

Description of problem:
Many test cases are failing for the iproute2_load_xdp in both RHEL 8.8 and RHEL 9.2.

Version-Release number of selected component (if applicable):

Not know when it was introduced but happening since at least 
RHEL-8.8.0-20230114.0



How reproducible:
Always

Steps to Reproduce:
1. Run iproute2_load_xdp test suite

Actual results:

Expected results:
All test cases pass.

Additional info:
This bug is marked as clone upon further inspection might not actually be as pervasive as its clone in RHEL 9. But seems related.
