Description of problem:
Bio tools fails due to missing blk_account_io_start probe (inlined). At least biotop, biosnoop and biolatency are affected.

How to reproduce:

Any of the following:
$ /usr/share/bcc/tools/biosnoop
$ /usr/share/bcc/tools/biotop
$ /usr/share/bcc/tools/biolatency -Q

The proper fix requires the addition of tracepoints in the kernel. At the moment the issue is still open upstream:
https://github.com/iovisor/bcc/issues/4261

The tracepoint have been added to the kernel and are currently available on rawhide.
I've updated to bio tools to add support for the tracepoints and submitted a MR:
https://github.com/iovisor/bcc/pull/4691

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
