Description of problem:
Director and future RHOSP can create individual deployments.
There are some customers who want to create multi-region deployments.
Deploying each deployment can be accomplished by the current deployment methods.
However, there are no information about how to coordinate between the regions.
For example, how to sync users in Keystone and provide the unified operation experience.

I think the following service can be a global services.
- Keystone
- Horizon
- Designate

To support a multi-region deployments, we may need to consider
1. What architecture can be selected to accomplish multi-region deployment?
2. How to create the architecture with the installer.
3. How to update/upgrade the multi-region deployments.
