Description of problem:
The current tech preview of the DPDK checkup is using CentOS 8. That should be replaced by CentOS 9 on upstream and by RHEL 9 on downstream.

Actual results:
The checkup is referencing CentOS 8.

Expected results:
The checkup should provide pre-built CentOS 9 for upstream users and a guide describing how to build RHEL 9 image for downstream.
