Description of problem:

  We need to rebase the DTS binutils to 2.40

The build for this BZ has failed:

The reason is that the devtoolset-13.0-rhel-7-candidate tag does not recognise the devtoolset-13-binutils component.  I have filed a ticket to have this changed:

Tag problem resolved - I was using the wrong prefix for the build.

BZ fixed in devtoolset-13-binutils-2.40-7.el7
