It really makes no sense to allow only the root user to use this utility.

Each time I upgrade this package I have to run
```
/sbin/setcap cap_sys_rawio,cap_sys_nice=+ep /usr/bin/turbostat
```

Would be great if your changed the SPEC file to apply these capabilities on install/update.
