I'm branching the pg_auto_failover to EPEL9.

I needed to remove Latex docs as https://src.fedoraproject.org/rpms/texlive is not in EPEL9.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.

I do not think that it is wise to put this package in EPEL8, as well as the package would have to be considerably reworked as specific building packages/options are missing in EPEL8.
